AUSTIN — The Texas Senate has approved legislation that will limit how high local entities can raise property taxes.

Senate Bill 2 was adopted Monday, capping tax increases without voter approval. Under current law, property taxes can be raised up to 8 percent before voters can force an election to “roll back” the rate.
